Gestión pública en las municipalidades: tendencias de investigación usando indicadores bibliométricos

Resumen

Objetivo. En este artículo se identifican las tendencias de investigación sobre la gestión pública en las municipalidades mediante un análisis bibliométrico.

Diseño/Metodología/Enfoque. Se trata de un estudio bibliométrico que usa Scopus como fuente de extracción de la literatura científica. Para ello, se emplean indicadores de productividad, impacto y análisis temático.

Resultados/Discusión. El análisis de la producción científica en gestión pública revela un crecimiento exponencial desde el año 2000, con un marcado incremento a partir de 2017, alcanzando su máximo en 2022 (41 publicaciones). Además, se identificaron los diez documentos más citados que abordan temas como capacidad organizativa, liderazgo, nueva gestión pública (NGP) y gobierno electrónico. Estos trabajos coinciden en señalar que el contexto organizativo y las características institucionales son determinantes en el impacto de las reformas administrativas. Perú aparece como un caso de estudio emergente en 2024, enfocado en gestión municipal y desarrollo local. Los temas más recurrentes incluyen eficiencia en servicios públicos, reformas de la NGP, innovación abierta y el papel del gobierno electrónico, evidenciando un enfoque multidisciplinario en la investigación.

Conclusiones. Las prácticas de publicación sobre gestión pública municipal se llevan mayormente a cabo en revistas especializadas con cierto carácter local. Mientras que, en lo que respecta a las tendencias de investigación más recientes sobre el tema, estas abarcan desde el empleo de las TIC hasta las estrategias de trabajo de los gobiernos y los decisores, con el propósito de hacer frente a momentos complejos en la toma de decisiones.
